          A special meeting of the IPDPL Board of Trustees convened at the Metamora Headquarters in Metamora, IL on August 16, 2011 at 4:05pm.  Trustees present were Buhr, Kramer, Pugh, Rush, Weddle and Zoss.  Visitors included Clark and Pam Hopkins, Fred Schlipf, and Paul Kouri.

          The purpose of the meeting was to establish proper procedure with consultant Fred Schlipf in pursuing the building of the new Germantown Hills library, and approve reconfiguring the building program which will be given to architects.


          Consultant Fred Schlipf was given the floor to explain the procedures that must be followed in order to meet state standards for qualification bids in hiring architects and contractors.  He outlined the order in which the necessary processes would move forward in working with the architects and contractors.  1) Schematic design  2) Design development of the structure 

3) Construction documents  4) Bidding  5) Construction administration.  

          Various methods of fund-raising were discussed, including pursuing possible grants.  In order to qualify to apply for state grants, minimum state standards must be met concerning space/capita and room for a 27,000 book collection for the population that is present in Germantown Hills.


          Schlipf will also use the state standards minimum in reconfiguring the building plan to meet the needs of the Germantown Hills population. 

          Buhr made a motion to hire Schlipf to revise the building program, for $85/hour.  Weddle seconded the motion and it passed, with 1 opposition.


          The meeting was adjourned at 5:47pm.
