Germantown Hills Branch Library

Metamora, Illinois



          The September 4, 2012 regular meeting of the IPDPL Board of Trustees was called to order at the Germantown Hills Branch Library in Metamora, IL at 4:00pm.  Board trustees present were Buhr, Pugh, Rush, Weddle, and Zoss.  Hicks and Kramer were absent. Director Fredericksen was present, and visitors included Carol Wood, and Kaywin and Patricia Martin.  The minutes of the August 7, 2012 meeting were amended to correct the identity of the 2 ordinances passed:  Ordinance 12-6 was an ordinance to create working cash; Ordinance 12-7 was the Budget and Appropriations Ordinance.  There were no public comments.

          Kaywin Martin was given time on the agenda to make one last offer  to work with IPDPL to build a new library/community building in Roanoke, after hearing that the district did not receive a state construction grant for the new Germantown Hills library.  With the large Germantown Hills population being so under-served with the current library (in comparison to Roanoke), and with plans already underway with architects for the new Germantown Hills library, the Board did not feel it was possible to undertake an additional building that would bring unforeseen or additional costs at this time.

          Our bookkeeper Carol Wood brought before the Board information on an opportunity of better interest rates on CDís in the Illinois Funds.  The Board agreed to invest almost half of the Special Reserve monies in these CDís at Commerce Bank.



A.      Ordinance 12-8:  Levy OrdinanceóThis ordinance will levy the amount of $1,148,380.00 cited in the Budget and Appropriations Ordinance.  Buhr moved to pass this ordinance; Pugh seconded and it passed.

B.     Germantown Hills site:  The Board would like to see a new concept for the exterior design of the building, especially the roof line.  Fredericksen will communicate with Doug Pfeiffer concerning this, and hopefully have some new ideas to present at the October meeting.

C.     Election:  In the Consolidated Election in April of 2013, the positions of 4 Board members will be open for re-election: Genna Buhr, Annie Hicks, Betty Pugh, and Evelyn Zoss.  The petition filing period for this election is December 17-24.  Buhr moved that Fredericksen be designated as the official Receiver of Petitions; Pugh seconded and the motion passed.

D.     Staff evaluations:  Tabled.

E.      Beginning wage scale:  Tabled.

F.      Benson Branch mold issues:  Fredericksen was simply advised to keep air circulation moving all hours in order to avoid any further mold issues.

G.     Cell phone policy in the library:  The Board favored approaching any cell phone issues from a noise standpoint instead of banning cells; librarians may request quiet of patrons who communications are too loud.

H.     Art class in Metamora:  A great idea!

Policy review was tabled.  Pugh moved that we pay the bills and requisitions; Zoss seconded and the motion passed.  The meeting was adjourned at 6:45pm.  The next regular meeting of the IPDPL will be on Tuesday, October 2, 2012 at 4 pm at the Metamora Branch and Headquarters, Metamora, IL.
